The new Balkans Group policy article Kosovo-Serbia Dialogue: Path to the Agreement, addresses the missing elements of the dialogue and looks at the roles all actors are playing: the facilitators, the countries involved in supporting this process, as well as Kosovo and Serbia that are doing very little to shift their positions toward a more constructive dialogue. Despite new initiatives and the relaunch of the dialogue, old obstacles remain, and the dialogue will soon encounter new roadblocks, some of which are already happening. All parties involved believe they are doing the right thing. Looking deeper, all parties, looking inward, are failing to act on central issues. To consolidate the dialogue, all sides should change the mode of operation toward more converging actions.
The article identifies the key obstacles and offers recommendations to make the process more substantive, with a focus on the ground, on the negotiating parties, the governments and citizens.
